Both terms have to do with obscuring attribution & (misdirected) use of potential or power.
Considered especially in relation to technology.
The two terms & two core meanings don't clearly map onto each other, so usually used together.

Dilution is primarily "A":
    dilutes the original meaning, to make it palatable to different audiences with different value systems.
    it critically damages the terms, but is motivated from personal gain of the diluters

Cooption is primarily "B":
    cooption is motivated to erode the meaning of the terms, specifically to boost an opposing value system, at the price of originator system
